Job Description and Specification

Location: Project Office, Doti

Starting Date: January 2025

Duration of contract: Four months with possibility of extension

Gross Salary: NPR  840,378 per annum negotiable based on competency

GNI Nepal is now implementing Advancing Nutritional Status of School Children in Doti Project, funded by the Ministry of Foreign Affairs in Japan working closely with Good Neighbors Japan. This project is dedicated to enhancing the nutritional health of school-aged children in Doti through sustainable, community-driven programs.

The Officer- Monitoring, Evaluation, and Communication is responsible for designing and implementing M&E systems, developing data collection tools, and ensuring accurate tracking of project outputs and outcomes. This role also involves managing project information, compiling regular reports, and providing technical support to staff. Additionally, the officer ensures quality assurance of project materials, coordinates with stakeholders and documents success stories. She/he is also responsible for supporting procurement, ensuring compliance with project standards, and enhancing team skills through training in M&E processes and communication strategies.

Major Duties and Responsibilities

A. Design and Implementation of M&E System

  • Develop and implement a comprehensive M&E plan to monitor project progress, updating it annually or as needed in consultation with relevant stakeholders.
  • Design data collection tools and templates, establishing common indicators for consistent data gathering and reporting.
  • Lead the design and procurement of Information, Education, and Communication (IEC) materials, including brochures, pamphlets, flyers, and posters, and assist in publication.
  • Collect and adapt resources (IEC materials, training documents, publications) from other organizations for project use.
  • Support the project’s procurement process in collaboration with relevant departments.
  • Compile and ensure timely submission of M&E reports (weekly, monthly, quarterly, annually), maintaining high standards of quality.
  • Conduct field surveys, including knowledge, attitude, and practice (KAP) surveys, and compile, analyze, and draft comprehensive reports on findings.
  • Provide technical support to project staff on implementing the M&E plan and logical framework.

B. Project Information Management

  • Track and analyze project outputs and outcomes periodically, coordinating closely with the project team.
  • Collect, verify, and compile data from the field as outlined in the M&E plan.
  • Maintain a comprehensive project database, updating it regularly to support reports and decision-making.
  • Track and manage beneficiary data, ensuring protection of sensitive information and avoiding duplication.
  • Review and compile various reports, including progress, evaluation, and M&E reports, incorporating major learnings, case studies, photographs, success stories, video documentaries, best practices, and gap analyses.

C. Capacity Development in M&E

  • Provide technical support to staff members for all M&E activities.
  • Train and support project staff on M&E concepts, data collection skills, and tools.
  • Assist in identifying training needs, designing terms of reference (ToR), and developing training materials.
  • Develop project communication materials and contribute to disseminating information effectively.

D. Quality Assurance

  • Ensure the quality and proper documentation of supplied items (construction and non-construction materials) from vendors, tracking utilization at the field level.
  • Verify the reliability of data from the field through triangulation.
  • Ensure that partner reports are complete and adhere to quality standards.
  • Confirm compliance with the project’s implementation strategies and approaches.

E. Reporting and Documentation

  • Prepare periodic M&E progress reports.
  • Assist the project team in preparing reports by providing necessary data and information.
  • Collect and document case studies, success stories, best practices, and lessons learned for project reporting and knowledge management.
  • Collaborate with the project and partner teams to document and manage knowledge products that capture evaluation insights and lessons learned.

F. General Responsibilities

  • Support inter-departmental coordination for budget tracking and project activity monitoring, sharing insights on activity and budget utilization in meetings.
  • Assist in drafting EOIs, procurement documents, and vendor agreements in consultation with relevant project teams.
  • Facilitate regular project review meetings, including weekly, monthly, and quarterly meetings, as per project requirements.
  • Conduct periodic monitoring visits to ensure quality input delivery and the achievement of desired outcomes.
  • Compile field reports (weekly, monthly, quarterly, annually) with relevant photographs, case stories, and success stories, and share them with the project team.
  • Collaborate with project teams, partner organizations, government stakeholders, and other involved parties to ensure effective M&E practices.
  • Assist in organizing and facilitating project events (meetings, workshops, conferences).
  • Carry out additional duties as assigned by the supervisor.

G. Other Duties

  • Perform other duties and responsibilities as assigned or agreed upon with the supervisor.
Job Requirements

The candidates should have the following key job requirements and skills:

  • Bachelor’s degree in humanities and social sciences having professional      experience in project planning, implementation, monitoring and evaluation.
  • A minimum of three years of relevant work experience in the development sector
  • Proven track record of project planning, monitoring and experience along with data management, quality assurance and compliance
  • Strong analytical skills, demonstrated networking skills, and ability to take initiative
  • Good communication skills with the project team as well as various stakeholders.
  • Sound computer knowledge in using MS Word, Excell and PowerPoint.
  • Ability to handle work under pressure with tight deadlines and coordinate with other departments.
  • Excellent oral and written English & Nepali.
  • Hold a high level of integrity and honesty, self-motivated, confident, and able to work independently as well as a part of a team.
