Good Neighbors International (GNI) is an international, non-profit humanitarian and development organization established in 1991 and headquartered in the Republic of Korea. GNI works in more than 40 countries across Asia, Africa and Latin America in the areas of education, health, water, sanitation and hygiene, income generation, child protection, disaster risk reduction, advocacy and network building. GNI has been working in Nepal since 2002 with the objective of improving the lives of poor and marginalised people, especially children, through integrated community development programmes.
The Value Chain Development Project for Fruits and Vegetables in Lumbini Province, Phase II (VCDP II, December 2025 – November 2031) is a grant project of the Korea International Cooperation Agency (KOICA), implemented in partnership with the Ministry of Agriculture, Forests and Environment (MoAFE) of the Government of Nepal and the Ministry of Agriculture, Land Management and Cooperatives (MoALMC) of Lumbini Province. GNI, together with the Korea Agro-Food New Marketing Institute (NEWMA), serves as the Project Management Consultant (PMC). The project aims to increase the income of cooperative member farmers from the sale of fruits and vegetables through four outputs: (1) an improved fruit and vegetable value chain support system, (2) increased market demand-driven production, (3) post-harvest management technologies disseminated in the field, and (4) strengthened distribution and marketing capacity of farmers and cooperatives.
The project is implemented in nineteen (19) Palika governments across six (6) districts of Lumbini Province – Banke, Dang, Kapilvastu, Rupandehi, Palpa and Gulmi – with the PMC field office located in Butwal. To ensure that project activities are delivered through, and institutionalised within, the existing government agricultural extension system, the Project Officers will be stationed at the Agriculture Knowledge Centre (AKC) of the assigned district, working side by side with AKC technical staff and the agriculture units of the Palika governments.
Scope of Work
The Project Officer will be responsible for the day-to-day implementation, coordination and monitoring of project activities in the assigned district; for maintaining close working relations with the AKC, Palika governments, cooperatives, farmer groups and market actors; and for ensuring the timely and quality delivery of the outputs described above. S/he will work under the direct supervision of the Senior Project Officer of the PMC field office in Butwal and in close coordination with the technical experts of the PMC, the thematic departments of Good Neighbors International Nepal and the implementing partners.
Key Responsibilities
A. Planning and Implementation of Project Activities
• Prepare monthly, quarterly and annual work plans for the assigned district in line with the approved VCDP II Annual Work Plan and Budget, and implement them within the agreed timeframe.
• Take day-to-day responsibility for the implementation of activities in field under Output 2 (production), Output 3 (post-harvest management) and Output 4 (distribution and marketing) in the assigned Palikas.
• Support the roll-out and follow-up of the Fruit and Vegetable Value Chain Improvement Action Plans prepared under Output 1 in the assigned district.
• Facilitate the selection of beneficiary cooperatives, lead farmers, demonstration plots and training venues jointly with the AKC and the Palika agriculture units, applying the agreed selection criteria transparently.
B. Coordination with AKC, Local Governments and Stakeholders
• Act as the day-to-day focal point between the PMC and the AKC of the assigned district; participate in AKC periodic meetings, share the project work plan and progress, and align project activities with the AKC annual programme to avoid duplication and to leverage government resources.
• Coordinate with the agriculture units of the assigned Palika governments and ward offices for joint planning, matching-fund arrangements (where feasible) and beneficiary follow-up.
• Maintain working relations with district-level private sector actors such as agro-vets, collectors, traders and other value chain actors in the assigned district.
C. Technical Support, Training and Extension
• Support to design and delivery of the Training of Trainers (TOT) for AKC technical staff and Palika agriculture technicians, and ensure the cascading of the training to cooperative members and farmers in the assigned Palikas.
• Facilitate production technology training, demonstration plot operation, farmer field schools, field days and exposure visits, together with AKC resource persons and PMC experts.
• Support the field testing, demonstration and dissemination of post-harvest management technologies (sorting, grading, packaging, storage and transport) and the related training of farmers, cooperatives and private stakeholders.
• Support to establish collective marketing mechanisms, market information sharing, buyer–producer linkage meetings and participation in fairs and exhibitions.
• Provide regular technical backstopping and follow-up visits to supported cooperatives, demonstration plots and lead farmers, and record the technical issues observed for expert consultation.
D. Input support for farmers and their institutions
• Assist in the needs assessment, technical specification, verification and distribution planning of agricultural inputs and small farm machinery, post-harvest management equipment and marketing improvement equipment.
• Support the procurement process in line with the Good Neighbors International Nepal procurement guideline – preparing requisitions, supporting technical specification and evaluation, and participating in goods inspection, receipt and handover.
• Maintain accurate distribution, handover and asset records; verify that the supported goods are properly installed, used and maintained by the recipients; and report any misuse or idle asset to the supervisor without delay.
E. Monitoring, Reporting and Documentation
• Collect, verify and update activity, beneficiary and indicator data against the Project Design Matrix (PDM), and maintain an accurate and up-to-date district database.
• Prepare monthly and quarterly activity and progress reports in English, including analysis of achievements, deviations and corrective measures, and submit them on time.
• Support baseline, midline and endline surveys, evaluations, monitoring visits by KOICA, MoAFE, MoALMC, PSC (Project Steering Committee) members and the internal/external audit.
• Document case studies, success stories, lessons learned, minutes, attendance sheets and photographs, and contribute to the visibility materials of the project.
F. Administrative and Financial Compliance
• Prepare activity budgets and advance requests, and settle advances with complete supporting documents within the timeline set by the Good Neighbors International Nepal finance guideline.
• Ensure that all field-level documentation – participant lists, event records, agreements with cooperatives and local governments – is complete, accurate and properly filed.
• Comply fully with Good Neighbors International Nepal policies on HR, finance, procurement, child safeguarding, protection from sexual exploitation and abuse, anti-fraud and anti-corruption, and the code of conduct.
G. Other Duties
• Represent the project in district-level meetings, workshops and events when delegated by the supervisor.
• Support annual planning and evaluation exercises, and translation between Nepali and English as required.

Required Qualification
• Bachelor’s degree in Agriculture (B.Sc. Ag.), Horticulture or Agricultural Economics from a recognized university.
• At least three (3) years of relevant field experience in agriculture or livelihood projects with an I/NGO, government agency or cooperative sector.
• Practical knowledge of fruit and vegetable production, post-harvest handling, agricultural cooperatives and value chain development.
• Demonstrated ability to coordinate with local government bodies, AKC/government line agencies and farmer organisations.
• Willingness to be stationed at the AKC of the assigned district and to travel frequently to the target Palikas, including remote and hill areas.
• Valid motorbike driving licence and ability to ride a motorbike.
• Fluency in Nepali and good working proficiency in English, including report writing.
• Good computer skills (MS Word, Excel and PowerPoint) and familiarity with digital data collection tools.
• Ability to work independently and as part of a team, to manage multiple priorities and to deliver results with minimum supervision.
Desirable
• Master’s degree in Agriculture or a related field.
• Experience in KOICA or Korean donor-funded projects and familiarity with results-based management.
• Working knowledge of the local language and socio-cultural context of Lumbini Province, and residence in or near the assigned district.
• Experience in facilitating training, workshops and multi-stakeholder platforms.
5. Other Conditions
• The position is field based; the officer is expected to spend the majority of the working time at the AKC and in the field with cooperatives and farmers.
