1. Background
Good Neighbors International is a non-profit humanitarian and development organization established in 1991 and headquartered in the Republic of Korea working in 51 countries across Asia, Africa and Latin America in the areas of education, health, water, sanitation and hygiene, income generation, child protection, disaster risk reduction, advocacy and network building. Good Neighbors International Nepal has been working in Nepal since 2002 with the objective of improving the lives of poor and marginalised people, especially children, through integrated community development programmes. Currently, Good Neighbors International Nepal serves marginalized, vulnerable, and poor children, families, and communities in 20 districts across Nepal.
The recent Bhote Koshi flood significantly affected communities in Nuwakot, disrupting homes, essential services, livelihoods, education, and community wellbeing. Vulnerable households, children, and displaced families face increased needs related to shelter, WASH, health, psychosocial wellbeing, education, and child protection.
Good Neighbors International Nepal is thus implementing Nuwakot Response and Recovery Project (RRP-Nuwakot) to support affected communities to transition from immediate relief to safe, dignified, and sustainable recovery through integrated assistance in basic services, child protection, education, and livelihood restoration, including skills development, enterprise support, asset recovery, and market linkages.
The Team Lead – Emergency Project will provide overall strategic, technical, operational, and field-level leadership for the Nuwakot Response and Recovery Project, ensuring effective implementation, coordination, monitoring, quality assurance, and adaptive management of integrated interventions for flood-affected children, families, schools, and communities. The position will coordinate staff, partners, government authorities, and other stakeholders while ensuring compliance with Good Neighbors International Nepal policies, donor requirements, Government of Nepal regulations, safeguarding standards, and relevant humanitarian standards.
Key Reponsibilites
Planning and Implementation (30%)
- Lead overall project planning, implementation, and management, ensuring alignment with the approved project document, work plans, budget, results framework, donor requirements, and organizational policies.
- Provide strategic and operational leadership to project staff, implementing partners, and technical teams, ensuring integrated interventions covering child protection, CFS/Safe Spaces, PSS, education, health, WASH, livelihoods, and community recovery and resilience.
- Ensure inclusive, child-centered, and needs-based programming, incorporating gender, disability, conflict sensitivity, community participation, and local ownership throughout project planning and implementation.
- Develop and monitor annual, quarterly, monthly, and activity-level plans, ensuring timely, quality, and results-oriented implementation across all target areas.
- Lead the transition from emergency response to early recovery and resilience, including rehabilitation, livelihood restoration, and longer-term community recovery interventions.
- Monitor implementation progress, identify gaps and emerging needs, and lead timely corrective action, replanning, or reprogramming, in coordination with Good Neighbors International Nepal management, technical departments, partners, government authorities, and donors, while ensuring achievement of approved outputs, outcomes, and indicators.
Coordination and Collaboration (20%)
- Serve as the primary field-level coordination focal person with DDMC, DAO, local governments, ward offices, government line agencies, schools, health facilities, and other relevant stakeholders, ensuring alignment with government response and recovery priorities.
- Establish and maintain strategic partnerships with local governments, NGOs, INGOs, UN agencies, development partners, civil society, community organizations, schools, health institutions, and other relevant actors.
- Facilitate regular coordination and consultation mechanisms, including coordination/review meetings, technical discussions, joint monitoring visits, stakeholder consultations, and effective information sharing.
- Coordinate sector-specific interventions with relevant education, health, WASH, livelihood, cooperative, market, and technical stakeholders to ensure quality, continuity, referral, recovery, and sustainability of project interventions.
- Represent Good Neighbors International Nepal in relevant coordination forums, humanitarian platforms, clusters/sectors, technical meetings, and stakeholder events, as delegated, and maintain effective engagement with external partners.
- Ensure strong internal and external collaboration by coordinating with Good Neighbors International Nepal’s MEAL, Finance, HR, Procurement, Logistics, Communications/PD, and technical teams, as well as project staff and implementing partners, for smooth and effective project delivery.
Monitoring, Evaluation, Accountability and Learning (MEAL) (20%)
- Ensure effective implementation of the MEAL framework and results-based management, tracking indicators, targets, work plans, budgets, timelines, and quality through regular monitoring and field visits.
- Conduct regular field monitoring of project sites, schools, CFS/Safe Spaces, health and WASH facilities, livelihood activities, and partner sites, identifying gaps, delays, risks, and emerging needs and ensuring corrective action.
- Work closely with the MEAL team to ensure quality data collection, validation, analysis, and use, including baseline, needs assessment, PDM, outcome monitoring, evaluation, review, and end-line activities.
- Ensure accountability to affected communities through effective feedback and complaints mechanisms and appropriate follow-up of concerns.
- Ensure timely reporting and documentation of project progress, achievements, challenges, lessons learned, good practices, case studies, and success stories, including donor and periodic reports.
- Lead project reviews, learning, and evidence-based replanning, using monitoring findings and community feedback to support adaptive management, innovation, and continuous improvement.
Capacity Development (5%)
- Develop and implement capacity-building plans and provide coaching, mentoring, technical guidance, and supportive supervision to project staff, partners, government counterparts, teachers, health workers, and other stakeholders.
- Lead trainings, orientations, workshops, and technical learning on child protection, safeguarding, PSS, education, health, WASH, livelihoods, DRR, and community resilience, while strengthening partner and local government capacity.
- Promote community capacity, meaningful participation, knowledge sharing, innovation, and cross-learning, ensuring engagement of children, adolescents, women, caregivers, teachers, and community leaders.
General Administrative, Financial and Resource Management (15%)
- Ensure compliance with Good Neighbors International Nepal policies, donor requirements, Government regulations, project agreements, safeguarding, and humanitarian standards.
- Oversee project budgets and financial performance, including expenditure, forecasting, revisions, settlements, and resource allocation, ensuring timely and efficient use of funds.
- Coordinate with Finance, Procurement, Logistics, and Administration for procurement planning, logistics, partner contracts, and timely implementation of project activities.
- Promote transparency, accountability, value for money, and proper documentation, ensuring complete and accurate project records and financial supporting documents.
- Support audits, donor/government monitoring, organizational reviews, and compliance assessments, ensuring timely follow-up and corrective actions, and perform other duties assigned by the supervisor and EMT.
Risk Management, Safeguarding and Emergency Action (5%)
- Identify and manage programmatic, operational, financial, security, safeguarding, reputational, and compliance risks, including contingency and alternative implementation arrangements, in coordination with relevant teams and partners.
- Monitor the changing humanitarian and recovery context and emerging needs, ensuring timely action within delegated authority, with critical issues escalated to Good Neighbors International Nepal management as required.
- Ensure strict adherence to safeguarding, child protection, PSEA, anti-fraud, accountability, and “Do No Harm” principles, including appropriate identification, referral, and follow-up of vulnerable individuals and prevention of unnecessary risks to children, communities, staff, and partners.
Visibility, Branding and Communication (5%)
- Ensure compliance with Good Neighbors International Nepal and donor visibility requirements, including appropriate branding across project sites, materials, CFS/Safe Spaces, education, WASH, training, distributions, and livelihood activities.
- Coordinate with the Communications/PD team to document and develop project stories, photographs, videos, case studies, and success stories while ensuring the dignity, privacy, safety, and best interests of children and affected communities.
- Represent and communicate GOOD NEIGHBORS INTERNATIONAL Nepal’s contribution and partnership with government, communities, media, donors, and development partners, as authorized, at relevant local, district, provincial, national, and international levels.
Key Performance Indicators (KPIs)
- ≥90% of planned project activities implemented on time and in accordance with approved work plans.
- ≥90% of annual project targets achieved, subject to approved contextual modifications.
- 100% of required donor, government, and organizational reports submitted within agreed timelines.
- ≥90% of approved project budget utilized effectively and in compliance with approved plans and procedures.
- 100% of project locations and implementing partners receive planned monitoring, supportive supervision, and technical backstopping.

- Learning and documentation: planned case studies, success stories, good practices, lessons learned, and knowledge products produced.

Required Qualification
- Master’s degree in Development Studies, Disaster Risk Management, Social Sciences, Public Health, Education, Management, Agriculture, Social Work, or a related field.
- Minimum 5 years of relevant experience in humanitarian response, disaster recovery, development, or multi-sectoral programme management.
- Proven experience in programme planning, implementation, monitoring, adaptive management, and project coordination.
- Experience in one or more relevant sectors, including child protection, PSS, education, health, WASH, livelihoods, DRR, or community resilience.
- Demonstrated experience in government and stakeholder coordination, partner management, emergency response/recovery, and donor-funded projects, including compliance and reporting.
